Why Russia and Ukraine in discussion in 2022?
Recent US intelligence reports said tensions on the Russia-Ukraine border could create a major security crisis in the region
Ukraine says Russia has deployed some 90,000 troops to the border.
key points of background between Russia and Ukraine
Ukraine and Russia share hundreds of years of cultural, linguistic and family ties.
For many groups in Russia and Ukraine, the shared heritage of the countries is an emotional issue that has been used for electoral and military purposes.
As part of the Soviet Union, Ukraine was the second most powerful Soviet republic after Russia and was strategically, economically and culturally significant.
Reason of conflicts between Russia and Ukraine
Balance of Power:
Ever since Ukraine broke away from the Soviet Union, both Russia and the West have constantly struggled to keep the balance of power in the region in their favour.
Buffer zone for Western countries: Ukraine is an important buffer zone between Russia and the West for the US and the European Union.
The US and the EU are determined to keep Ukraine out of Russian control as tensions with Russia escalate.
Russia's interest in the 'Black Sea': The unique geography of the Black Sea region provides Russia with several geopolitical advantages.
First of all it is an important area for the whole region.
Access to the Black Sea is important for all coastal and neighbouring states.
Secondly, the region is an important transit corridor for goods and energy.

Protests in Ukraine:
Euromaidan Movement: Euromaidan (European Square) was a wave of demonstrations and civil unrest in Ukraine that began with a public protest at the 'Nezalezhnosti' ground ('Freedom Square') in Kiev (Ukraine) in November 2013.
The protests intensified with the Ukrainian government's decision to suspend the signing of the agreement with the European Union while promoting closer ties with Russia and the Eurasian Economic Union.
Separatist Movement: The Donbass region of eastern Ukraine (Donetsk and Luhansk region) has been facing a pro-Russian separatist movement since 2014.
According to the Government of Ukraine, the movement is actively supported by the Russian government and Russian paramilitary forces constitute between 15% and 80% of the separatists against the Ukrainian government.

Invasion of Crimea:
Russia seized Crimea from Ukraine, marking the first time since World War II that a European country had established its authority over another country's territory.
The occupation of the Crimean Peninsula of Ukraine followed Russian military intervention in Crimea. This happened after the Ukrainian Revolution of 2014 which was part of wider unrest in southern and eastern Ukraine.
The invasion of Crimea and its subsequent annexation gave Russia a maritime advantage in the region.
Ukraine's NATO membership: Ukraine has urged the North Atlantic Treaty Organization (NATO) to accelerate its country's membership in the alliance.
Russia has declared such a move a "red line" and is concerned about the consequences of its access to US-led military alliances.
The Black Sea is bordered by Bulgaria, Georgia, Romania, Russia, Turkey and Ukraine. These are all NATO countries.
Due to this confrontation between NATO countries and Russia, the Black Sea is an area of strategic importance and a potential maritime flashpoint.
Minsk Agreement:
Minsk I: Ukraine and Russian-backed separatists agree to a 12-point ceasefire agreement in the capital of Belarus in September 2014.
Its provisions included prisoner exchanges, the delivery of humanitarian aid, and the return of heavy weapons.
The agreement was quickly broken after breaches by both sides.
Minsk II: In 2015, an open conflict was averted after the 'Minsk II' peace agreement was signed under the mediation of France and Germany.
It was designed to end fighting in rebel areas and hand over the border to Ukrainian national troops.
It was signed by representatives of Russia, Ukraine, the Organization for Security and Cooperation in Europe (OSCE), leaders of two pro-Russian separatist regions.
OSCE is the world's largest security-oriented intergovernmental organisation. Its mandate includes issues such as arms control, promotion of human rights, freedom of the press and fair elections.
present situation:
Russia is seeking assurances from the US that Ukraine should not be included in NATO. However, America is not ready to give any such assurance.
This has created a standoff between the countries, due to which thousands of Russian soldiers are ready to attack Ukraine.
Russia is increasing tensions along the Ukraine border to get sanctions relief and other concessions from Western countries.
Any military action by the US or the EU against Russia would pose a major crisis to the world and has not yet been considered or negotiated by any of the parties involved.
India's stand:
India has remained neutral on Russia's interference in Crimea by Western powers.
In November 2020, India voted at the United Nations (UN) against a resolution sponsored by Ukraine that condemned alleged human rights violations in Crimea, while longstanding ally on the issue.
what way ahead?
A practical solution to the situation is to revive the Minsk peace process. Therefore, for this, the US and other Western countries should encourage both sides to resume talks and fulfil their commitments in accordance with the Minsk Agreement to restore relative peace on the border.
