The agreement was quickly broken after breaches by both sides.

Minsk II: In 2015, an open conflict was averted after the 'Minsk II' peace agreement was signed under the mediation of France and Germany.

It was designed to end fighting in rebel areas and hand over the border to Ukrainian national troops.

It was signed by representatives of Russia, Ukraine, the Organization for Security and Cooperation in Europe (OSCE), leaders of two pro-Russian separatist regions.

OSCE is the world's largest security-oriented intergovernmental organisation. Its mandate includes issues such as arms control, promotion of human rights, freedom of the press and fair elections.

Russia is seeking assurances from the US that Ukraine should not be included in NATO. However, America is not ready to give any such assurance.

This has created a standoff between the countries, due to which thousands of Russian soldiers are ready to attack Ukraine.

Russia is increasing tensions along the Ukraine border to get sanctions relief and other concessions from Western countries.

Any military action by the US or the EU against Russia would pose a major crisis to the world and has not yet been considered or negotiated by any of the parties involved.

India's stand:

India has remained neutral on Russia's interference in Crimea by Western powers.

In November 2020, India voted at the United Nations (UN) against a resolution sponsored by Ukraine that condemned alleged human rights violations in Crimea, while longstanding ally on the issue.

 what way ahead?

A practical solution to the situation is to revive the Minsk peace process. Therefore, for this, the US and other Western countries should encourage both sides to resume talks and fulfil their commitments in accordance with the Minsk Agreement to restore relative peace on the border.
